BEECHWOODS –In June the Jefferson County Solid Waste Authority (JCSWA) received a “902” grant through the PA Department of Environmental Protection (DEP) in the amount of $250,000.

To utilize a portion of the funds a loan will be taken out since regulations require the JCSWA to pay in advance for grant awarded items and the organization does not have that type of cash on hand.

When the reimbursement is made from the DEP, it will be for 90% of the total costs and the loan will be repaid.

Donna Cooper, Director of the JCSWA, had applied for the funds in October 2015.

It is typical for grants from DEP to span one, two or even three years from application to award to utilization of money.

With the July meeting cancelled, the August session was held a week later than usual to accommodate various schedule conflicts.

At the heart of the 902 grant initiative is a major change in the configuration of the drop-off recycling containers which are now compartment-type metal vessels marked for glass, tin, aluminum, etc.

A total of $65,860 is earmarked to purchase seventy-two front load containers, lids and padlocks.

The front load design means that all recycled goods will be deposited in a single container to be transported by an appropriately equipped truck and taken to a central point for sorting.

To aid citizens who use the recycling sites in Jefferson County, $5,475.60 will be spent on site signs and labels for the containers.

Another $10,100 is designated for public education on the new system to collect and transport recycled materials.

Changing the type of collection system will likely affect contracts, sorting, bidding and other factors which have been based on the field-sorting method.

With a two year timeframe for using the grant money, JCSWA can analyze its options to most effectively use the remainder of the funds.

A work session is scheduled for Authority members to review a study just completed by MSW Consultants which offers financial and other details to determine the best course of action for the future.

The next regularly scheduled meeting of the JCSWA is to be convened at 5:30 p.m. on September 28 in the Conference Room of the Du-Jeff Airport main building.
