Taxes held steady for Armstrong County
KITTANNING - For the fourth consecutive year, Armstrong County taxpayers likely will not see a hike in their county property tax bills.
County commissioners yesterday (Tuesday) unveiled the preliminary general fund budget for 2010, holding taxes at 15.5 mills.
"We have been responsible to the taxpayers," Commissioner Patty Kirkpatrick said. "Most counties are seeing tax increases or major cutbacks in personnel."
County financial manager Don Pepler said that the balanced $17,925,973 budget is actually $4,621 less than the 2009 version, despite a number of cost increases.
He said that in addition to rises in employee related expenses with salaries and health insurance, the budget also plans for a large increase in the county's contribution to the employee retirement fund, which took a hit
during the recent fi nancial crisis.

Newbie maintains tax rate for 2010
NEW BETHLEHEM - New Bethlehem officials last night (Tuesday) adopted a preliminary budget for 2010, holding the line on taxes for the new year.
The budget, approved by a unanimous vote of the borough council, maintains the current tax millage of 15.124, and anticipates revenues greater than those projected for this year.
A total of $398,500 in revenues is predicted, compared with $390,120 in the 2009 general fund budget. As of Oct. 30 of this year, the borough had brought in about $311,000 of that amount.

Rimersburg man killed in Bedford crash
BEDFORD - A 27-year-old Rimersburg man died as a result of injuries
sustained in an early-morning crash in Bedford County on Nov. 12.
Sheldon Andrew Gathers was reportedly traveling south on Route 220 at 7:12
a.m. when, police said, his 1996 Ford Ranger truck crossed into the northbound lane of travel. His vehicle went into the path of a 2003 Ford F-250 truck driven by Nathaniel Seth Jones, 26, of Oakland, Md.
Gathers was not wearing a seat belt at the time of the crash, police said.

Budget is elusive in Clarion Co.
CLARION - An annual county budget - not even a tentative one - is nowhere
to be found in Clarion County.
Clarion County Commissioners announced at a work session yesterday
(Tuesday) that, although it is hopeful, it is unlikely the board will have a budget to present at next week's regular meeting.
"It's pretty hard to get a budget together when the numbers keep changing,"
noted Commissioner Tim Reddinger.

New nursing building set to open at Career Center
PAINT TWP. - Adult students in the Licensed Practical Nursing (LPN) program at the Clarion County Career Center in Paint Township are moving out - and into their own facility.
After a decade of fundraising and three years of construction, the new training facility is ready to house students for classroom instruction.
William Powell, director of the career center, said that students and equipment are
expected to be relocated to the new building on the campus by the end of December, pending final occupancy clearances from the state Department of
Labor and Industry.

No parade, but many holiday events set for Dec. 5 in valley
NEW BETHLEHEM - The Redbank Valley is looking to form some new
holiday traditions this year as the community changes up its line-up for
pre-Christmas festivities.
Redbank Valley Chamber of Commerce vice president Amanda Coon said last week that the group has opted to go without
the annual Christmas parade this year, instead focusing on other events for
Saturday, Dec. 5.
The parade, she said, usually failed to draw many spectators to downtown
New Bethlehem, especially when the weather was bitter cold.

H1N1 vaccine clinics set for area counties
HARRISBURG - The state Department of Health announced this week it will conduct 18 health clinics, three in each of the department's six districts, from Nov. 20-22 to administer free H1N1 vaccine to individuals in the recommended target groups that haven't had previous access to the vaccine.
In the Northwest Community Health District, a clinic that covers Forest, Clarion, Jefferson and Clearfield counties, will be held at Riverview Intermediate Unit No. 6 at 270 Mayfield Road in Clarion.
In the Southwest Community Health District, which covers Butler, Armstrong and Beaver counties, a clinic will be held at the Butler County State Health Center, 100 Brugh Avenue, Monarch Building, Suite 201, Butler.

Eddyville bridge to open Fri.
INDIANA - PennDOT Engineering District 10 is advising motorists that the
Eddyville Bridge project (SR 1010) over Mahoning Creek in both Mahoning and Redbank townships, Armstrong County, is scheduled to reopen on
Friday, Nov. 20.
The road was closed on Monday, April 13, in order to repair the bridge substructure and add a new concrete deck.
