Superintendents' salaries: Who tops the list?

With an average state salary of $117,949 for the 2006-07 school year, how do school superintendents in the Tri-County Area compare?
The state average does not differentiate between superintendents with bachelor's, master's, or doctorate degrees. The report includes personnel on leave of absence and excludes personnel with salaries of less than $18,500. Factors affecting a superintendent's salary include years of experience, education and the different pay scales established by each individual district.
Unless otherwise known, this report reflects those serving as superintendent for the 2006-07 school year. It does not reflect those who may have retired or taken new positions at the end of the school year or those who were hired in the 2006-07 school year.
According to a report provided by the Department of Education, the highest-paid superintendent in the state is Paul G. Vallas of the Philadelphia City School District in Philadelphia County with a salary of $250,660. He has a master's degree, has served at that school district five years and has 11 total years of work experience.
The lowest-paid superintendent in the state is Gary W. Davis of the Apollo-Ridge School District in Armstrong County with a salary of $58,500. He has a bachelor's degree, has served at that school district for 25 years and has 34 total years of work experience.
With the exception of Vallas, the highest-paid, master's level superintendents are as follows:
* Alan G. Elko of West Chester Area School District in Chester County has served at that school district for seven years, has a total of 34 years of work experience, and has a salary of $220,000.
* Nicholas Ignatuk of Ridley School District in Delaware County has served at that school district for 35 years, has a total of 35 years work experience, and has a salary of $176,000.
* David P. Blatt of Centennial School District in Bucks County has served at that school district for six years, has a total of 31 years of work experience, and a salary of $149,677.
The lowest-paid master's level superintendents are as follows:
* Richard F. Beirschmitt of Southern Columbia Area School District in Columbia County has served at that school district one year, has a total of 36 years of work experience, and a salary of $68,000.
* David I. Kudlawiec of Penns Manor Area School District in Indiana County has served at that school district superintendent for 12 years, has a total of 16 years work experience, and a salary of $72,545.
* Clyde D. Moate of Cameron County School District in Cameron County has served at that school district for 21 years, has a total of 28 years of work experience, and a salary of $78,642.
The highest-paid doctorate level superintendents are as follows:
* Gerald W. Kohn of Harrisburg City School District in Susquehanna County has served at that school district for six years, has a total of 33 years work experience, and a salary of $235,431.
* Jamie P. Savedoff of Lower Merion School District in Montgomery County has served at that school district for four years, has a total of 34 years work experience, and a salary of $221,500.
* William S. Keilbaugh of Haverford Township School District has 36 years of total work experience, all at that school district, and a salary of $220,505.
The lowest-paid doctorate-level superintendents are as follows:
* Andrew Chichura of Mountainview School District in Susquehanna County has served at that school district for 13 years, has a total of 33 years of work experience, and a salary of $67,890.
* David K. Welling of Salisbury-Elk Lick School District in Somerset County has served at that school district for eight years, has a total of 32 years of work experience, and a salary of $78,500.
* Dana K. Baker of Fannet-Metal School District in Franklin County has served at that school district 11 years, has a total of 35 years of work experience, and a salary of $86,000.
Locally, here's where superintendents in the Tri-County Area fall.
Clarion County
* George E. White of Clarion Area School District has a doctorate degree, has served at that school district for 23, has a total of 28 years of work experience, and a salary of $93,750.
* Theodore G. Pappas of Clarion-Limestone Area School District has as a master's degree, has served at that school district for one year, has a total of 21 years of work experience, and a salary of $90,000.
* John M. Cornish of Redbank Valley School District has a doctorate degree, has served at that school district for nine years, has a total of 33 years of work experience, and a salary of $105,251.
Clearfield County
* Denise E. Keltz of the Clearfield Area School District has a doctorate degree, has served at that school district for three years, has a total of 30 years of work experience, and a salary of $106,207.
* Sharon L. Kirk of the DuBois Area School District has a master's degree, has served at that school district for 18 years, has a total of 37 years of work experience, and a salary of $133,406. Kirk retired in December, but she will serve as consultant to the district at half her regular pay rate until December of this year, according to a previously published Courier-Express article. Administrative Assistant to the Superintendent Tim Deluccia will serve as substitute acting superintendent until new Superintendent Larry Robb begins this week. According to the story, Robb will serve as substitute superintendent beginning Thursday through Sept. 10 at a salary of $115,000. Effective Sept. 11, Robb will serve as district superintendent through June 30, 2013. Robb has a master's degree and is working on his doctorate.
* Norman E. Hatten of the Curwensville Are School District has a master's degree, has served at that school district for eight years, has a total of 24 years of work experience, and a salary of $98,208.
Elk County
* Walter Fitch of the Johnsonburg Area School District has a master's degree, has a total of 36 years of work experience, all at that school district, and a salary of $94,062.
* Brent A. Rhoads of the Ridgway Area School District served as acting superintendent during the 2006-07 school year. He has a bachelor's degree and his salary was $88,221. Thomas Butler was hired as the new superintendent in May and began Sept. 1, according to a previously published Courier-Express story. His salary was unavailable.
* Murray A. Neeper of the St. Marys Area School District has a master's degree, has served at that school district for 11 years, has a total of 35 years of work experience, and a salary of $95,000.
Forest County
* Duane A. Vicini of the Forest Area School District has a master's degree, has served in that school district for 11 yeas, has a total of 31 years of work experience, and a salary of $100,565.
Jefferson County
* Stephen P. Zarlinski of the Brockway Area School District has a master's degree, has served at that school district for 24 years, has a total of 38 years of work experience, and a salary of $122,872.
* John D. Johnson of the Brookville Area School District has a master's degree, has served at that school district for one year, has a total of 14 years of work experience, and a salary of $90,000.
* J.T. Frantz of the Punxsutawney Area School District has a doctorate degree, has served at that school district for 32 years, has a total of 33 years of work experience, and a salary of $107,680.
Cameron County
* Clyde D. Moate of Cameron County School District in Cameron County has a master's degree, has served at that school district for 21 years, has a total of 28 years of work experience, and a salary of $78,642.
