Treasure Lake in next phase of borough initiative

DuBOIS - Treasure Lake is moving into the next phase in its attempt to become a borough.
At a special meeting Monday, the Treasure Lake Property Owners Association board of directors voted 7-1 to authorize TLPOA owned property and land be committed to the signature petition and to proceed with filing the borough petition and necessary documents with the Clearfield County Court of Common Pleas. Director Jack Read was the lone dissenting vote.
Director Ed Moran pointed out that this board vote is to just continue the borough process. He said the property owners will have an opportunity to vote on the borough when it is placed on the ballot.
TLPOA general manager Matt Begley explained the TLPOA property vote. He said there are 8,044 acres within the boundaries of Treasure Lake.
All of the owned lots were extracted leaving the remaining roads, common area and undeveloped land owned by the TLPOA. There are approximately 503 acres in roads, 106 acres of parklets, and 3,126 acres of undeveloped land. The TLPOA vote accounts for 5,078 acres.
Two thousand signatures were collected for land and with the addition of the TLPOA votes more than 6,000 acres will be signed for. There are 2,044 homes in the community and 1,203 signed the petition to equal 58 percent. There are 2,129 lots signed.
It is expected that 60 percent will be achieved by the signature deadline Saturday.
The signature collection started July 1 with a three month time-frame for collection of the petition signatures.
Director Steve Tuller said, "Given that the majority of property owners have expressed their intentions in support of the borough and as I promised during the candidate forums, I will vote in favor of the resolution."
He also said, "Efforts to have our legislative representatives, both Sen. Joe Scarnati and Rep. Dan Surra to provide tax relief for members of homeowners associations were not successful. Regrettably, the legislature leaves open the avenue of seeking borough status as the only alternative for many homeowners associations and the acquisition of acquiring $1 million in tax revenue for Treasure Lake, a tantalizing prospect to help address our infrastructure issues. Our action, if successful, will have a profound effect on the greater DuBois area and in particular Sandy Township."
Borough committee chairman Bill Reznor thanked everyone who helped with the borough process.
He also pointed out that only those Treasure Lake citizens registered to vote in Clearfield County will be able to vote on the issue if it is placed on the ballot by the court.
