Cayman campground plan comes unhitched

The Cayman Landing campground franchise deal with the Kampgrounds of America (KOA) has been parked.
At Monday's Treasure Lake Property Owners Association board of directors meeting, TLPOA board President Bill Reznor said a number of members expressed concern regarding the franchise. He said directors hoped to sell the campground and although the franchise does not preclude it, it brings expenditures, front gate sign requirements and other issues.
Directors voted, 6-2, to remove the item from the agenda. Directors Chris Corcoran and Jack Read voted no.
Because of limited information provided to directors regarding the financial review process, Corcoran suggested a template be developed for the general manager to present proposals with information needed for directors to deal with issues. Director Randy Zartman will also work on the project.
Directors also voted to modify the board member manual and add a provision regarding discipline.
Director Jack Read was the lone dissenting vote. He implied that the action is directed against him. He said it is a backdoor attempt to control the actions of board members they can't control. He said the board should adhere to the bylaws and policies on the book before trying to intimidate members who don't go along with them. "Telling the truth is never a detriment," he said.
Read said the board has taken a number of actions behind closed doors that are questionable. "I have been elected to 10 terms so I must be doing something right," he said. He added hat the discipline actions are probably not legal and will not stand a court challenge.
Zartman said information discussed in a closed meeting should not be released by individual board members but by the board as a unit if agreed upon.
Director Steve Tuller said the bylaws refer to executive sessions, not confidential. The handbook refers to confidential. He suggested that in the future, information that is considered confidential be noted as such.
