PUBLIC NOTICE

Notice is hereby given that Black Cat Coal, LLC doing business at 446 Wm. Cemetery Road, Curwensville, PA 16833 is making an application to PA Department of Environmental Protection for a revision to the existing Bloom Operation, SMP #17060113 to change the present land use.

The 60.9-acre operation is located in Brady Township, Clearfield County is situated approximately 2,200 feet east of the intersection of State Road S.R.4004 (a.k.a. Helvetia Road) and Township Road T-365 (a.k.a. Bancosky Road) on the properties of Vivian C. Bloom and others.

The area is located on the Luthersburg U.S. Geologic Survey 7½ Minute quadrangle map 8.5 inches north and 17.0 inches west from the bottom right hand corner of the printed area. Treated waste waters will be discharged into unnamed tributaries to Limestone Run and unnamed tributaries to Stump Run.

Finally, the operator is applying to the Department of Environmental Protection to revise the present land use of the Vivian C. and Keith Bloom tract from forest land to unmanaged natural habitat.

Written comments, objections and requests for public hearing or informal conference on the above referenced revision may be submitted to the Department of Environmental Protection, Moshannon District Office, 186 Enterprise Drive, Philipsburg, PA 16866 within 30 days following the last publication of this notice and must include the person’s name, address, telephone number and a brief statement as to the nature of the objection(s). The application is available for public inspection at the Moshannon District Office in Philipsburg, PA.
